    You will identify and delete every syllable that follows your punch word.

    Reduce any setup to the minimum words the punchline structurally requires, one deletion at a time.

    You will identify and cut every hedge word that dilutes your punch.

    Short is not economical

    You will audit each word in a joke for whether it earns its syllable, not just count words.
